Nigeria NAPGCC 2.0 Assessment: Gender-Climate Policy Gap Analysis & Strategic Roadmap
The 2021–2025 NAPGCC implementation cycle suffered from systemic institutional bottlenecks: low stakeholder awareness, absent dedicated budget lines, no federal coordination secretariat, and severe data deficits in sex-disaggregated monitoring. NAPGCC 2.0 (2027–2031) addresses these gaps through three new priority sectors (Education, Technology, Humanitarian Affairs), a National Gender & Climate Data Observatory, mandated climate financing lines, and sub-national implementation windows across six geo-political zones.
Assessment Report Launch: National Action Plan on Gender & Climate Change (NAPGCC)
Evaluating the 2021–2025 implementation cycle and establishing strategic priorities for the transition into NAPGCC 2.0 (2027–2031) in Nigeria.
Background & Context
The Stakeholders' Workshop was convened to formally launch the Assessment Report on the Implementation of the National Action Plan on Gender and Climate Change (NAPGCC) 2021–2025 and initiate the strategic review leading to NAPGCC 2.0.
Originally developed by the Department of Climate Change (DCC) under the Federal Ministry of Environment, the NAPGCC serves as Nigeria's landmark policy tool to ensure climate interventions address the distinct vulnerabilities, capabilities, and contributions of women, men, persons with disabilities (PWDs), and marginalized groups.
At the conclusion of its five-year cycle, Women Environmental Programme (WEP) and DCC commissioned a comprehensive assessment to rigorously evaluate progress, highlight institutional bottlenecks, and generate evidence-backed solutions for future climate governance.
"The central issue facing Nigeria is not the absence of a policy framework, but the lack of deep institutionalization, dedicated state-level financing, and systematic accountability."
